I’d recommend you to
1. check if Minecraft is included in the play pass
2. if yes, log in and out,
3. if still not working, check if you’re in the correct account,
4. write Microsoft Support

I hope this gets changed, since there’s no reason to set waterlogged conduits instead of dry ones. For redstone machines that use conduits, this feature is extremely dangerous, since you are not just changing one single block or a confined area, but also (due to being waterlogged) all the stuff around, potentially washing away redstone contraptions or worse stuff.

I fail to reproduce this feature, is there any more detailed explanation how to exactly do this? Thank you 🙂

I guess that’s intentional, as /tick rate speeds everything up, and timers or clocks relying on disc length would desync…
