The Bug:
Conduits placed via commands are waterlogged by default.
This could be intentional since conduits require water in order to function, but I'm reporting it just in case.
Steps to Reproduce:
Summon a large area of conduits by using the command provided below.
/fill ~1 ~ ~1 ~10 ~ ~10 minecraft:conduit/fill ~1 ~ ~1 ~10 ~ ~10 minecraft:conduitObserve if the conduits are waterlogged by default.
Take note as to whether or not conduits placed via commands are waterlogged by default.
Observed Behavior:
Conduits placed via commands are waterlogged by default.
Expected Behavior:
Conduits placed via commands would not be waterlogged by default.

I hope this gets changed, since there’s no reason to set waterlogged conduits instead of dry ones. For redstone machines that use conduits, this feature is extremely dangerous, since you are not just changing one single block or a confined area, but also (due to being waterlogged) all the stuff around, potentially washing away redstone contraptions or worse stuff.
I hope this gets reconsidered, as it's the only block with a waterlogged state that defaults it to true, which is justinconsistent with everything else.
