In the latest beta/preview, if you have a custom panorama applied, and then restarting your game, the panorama will start to rotate anticlockwise (or rotate to the left) and will be slightly tilted down like vanilla panorama, instead of rotate clockwise (or rotate to the right) and not tilted down.
Steps to reproduce:
Download the attached packs, then import and apply it on Minecraft Preview
Go back to main menu, note the panorama is rotate clockwise and does not get tilted
Now restart your game
Observe
Expected results:
Panorama rotates clockwise and does not get tilted.
Observed results:
Panorama rotates anticlockwise and slightly tilted down.

It's alright, to be fair the note about the panorama rotation changes mentioned in 1.20.0.23 Beta/Preview changelogs is incorrect, as the vanilla panorama is actually rotates anticlockwise (or rotate to the left) and not rotates clockwise (or rotate to the right, which is used before these changes and now used by custom panorama).
I can’t reproduce this issue on my end. Are you aware of any additional settings that may affect this?
Try deleting or move your options.txt file to somewhere else, it's seems like the bugs go away after switching the graphics mode, just like MCPE-220392.
If you still can't reproduce this issue, and if this possible for you, try this on devices (preferably a Windows device) that does not support Vibrant Visuals, the bugs probably only occurs on there.
You may want to reread the report, this is not the same issue as the linked above.
The issue i describe in here is that after the game is restarted, the custom panorama will uses the anticlockwise or rotate to the left (the vanilla panorama rotation) instead of uses clockwise or rotate to the right (which is intended by Mojang, as you said), which is shouldn’t be the case.
