There is not enough information in this report for anyone to reasonably determine that there is a problem with Minecraft or, if so, how to reproduce it. This report will be resolved as Incomplete. If you can identify with high confidence the conditions under which this issue occurs, please make a new report formatted in accordance with the Bug Tracker Guidelines, and include as many details as you can so that others are able to reproduce the issue.
It’s possible that this is due to key jamming, a hardware issue common on older keyboards. Can you confirm that these input combinations work fine in other apps (if you can even find another app that can accept eg. Fn + F3 + B)? If they do, or if you can’t find an app to test with, please reply with your OS version and keyboard model (or computer model if you’re using a laptop keyboard).
I will rescope this report so that it is about non-mob passengers, since mob passengers is tracked in MC-236303.
This seems like MC-267014 combined with some undesired side-scroll input on your machine. Do you notice side-scrolling elsewhere on your machine, for example in your browser's URL bar after you enter more characters than can be visible at one time and then side-scroll back to the start of what you typed?

I am going to resolve this into MC-111482 and request triage for that report to ensure that Mojang is aware of the full scope of the issue.
As of at least 26.1-snapshot-1 (and likely earlier) the creeper does get the kill credit.
