As you know (since you’ve visited my duplicate bug report), I’ve had the same issue alongside a severely capped GPU. Does your GPU performance seem capped, even with gfx_vsync disabled?
my apologies, this is my second time ever filing a bug report. I honestly started to think that I was the only one experiencing this issue.

I’m having a similar issue where the game limits the framerate to 72 FPS and uses the GPU poorly. If gfx_vsync is disabled, the framerate is no longer capped, but framerates vary greatly and GPU utilization is still bad.
This issue is not resolved. I just tested Bedrock edition yet again (with gfx_vsync enabled) and my framerate is still capped at 72 with poor GPU utilization.
Update: More experimentation with disabling the V-sync has shown that the GPU utilization is NOT jumping around as much as I initially thought. The GPU utilization is still very low though, between 35% and 40% most of the time. On Java, it’s around 60% with a steady 144 FPS. I am still baffled.
Okay, so I think I’m able to conclude that a faulty V-sync is causing the 72 FPS cap, but it appears that poor GPU utilization is introducing new issues of poor framerate outside of V-sync.

Trying the Minecraft Preview results in an uncapped framerate, but it’s extremely unstable and once again requires lowering the graphics settings. The GPU still appeared to be underutilized, hovering around 35%.
Turning off V-sync in the files appeared to have very odd results. The framerate was able to exceed 72, similar to the Preview, but the framerate once again jumped all over the place. What I noticed this time is that the GPU utilization is jumping around, going from 35% to 70% sometimes, and the framerate seems to follow. What’s going on here?

Funny, I still experience this issue playing on Windows 11 Bedrock Edition. This issue is not resolved on my platform, and I can confirm that this is a bug as the Java edition does not have this issue.
Thank you for the suggestion, but I’ve just discovered that the options.txt file has been removed from the minecraftpe folder, and adding it back has no functionality upon the game whatsoever, preventing me from disabling the gfx_vsync. I did notice that the way Bedrock launches did change after the Microsoft server outage, and I want to make sure it isn’t just me.
