What device was the Host on?
Are you using any add-ons or resource packs? If so, could you provide a complete list of them?

However, this issue is Working As Intended.
Please note, that mechanics of the game may change between updates.
The Breeze drops between 1-2 Breeze Rods. Looting will cause it to drop 1-2 additional. Breeze Rods can be crafted into Wind Charges, and is used as a crafting ingredient for the Mace.
Things such as graphics, sounds, world creation, biomes, Redstone, villagers, and animals may not work the same in current versions.
