Please do not make a new report. Instead, upload the video to this report. I have attached it below.
Does this occur in vanilla and not a modded server/game? If so, please attach a video showcasing that
Hi!
Thank you for your report!
Could you please provide more details. As we have no repro of this issue.
In the attachment, the allocated memory is set to 2GB. Please try setting it to 4GB in the JVM arguments.
Have you tried reinstalling the launcher and the Minecraft game? (Remember to create backup files before doing so.)
Have you updated your system and other software to the latest versions?
Is the issue occurring only on the newest version, or was it also present in older versions, such as 1.21.9?

1.21.10 works fine. and 4GB of ram does not make it better. reinstalling does not work and i have updated windows/drivers. still does not work. is there anyway to report the bug to the dev team?
i found the issue by checking in latest.log: minecraft starts with a UBO of 2 then since that is too small minecraft changes it to 4 then 8 and so on untill the UBO is 128. and since the intel arc B580 GPU is not the best at resizing the UBO every frame it makes the game freeze. fix: Increase initial UBO capacity sizes to reduce/eliminate runtime resizing, especially for chunk sections and dynamic transforms. i would use 16 or 32 instead of 2. thank you to “DaFron” and “Greymagic27” for your time!
you can also use the JVM argument -Dforge.forceNoStencil=true for those reading this using 1.21.11 and an intel GPU. (or change render distance to 4-6 chunks)
