I guess I miscommunicated. I meant that when an allay with an item in its hand does get into a minecart (it is possible to get them into a minecart), it cannot pick up any more items that are dropped by the player. This is still an issue in 1.19.0.

Zero-ticking itself is technically a bug, so they removed that as a feature. You'll have to make a different kelp farm, silentwisperer has a good design if you need one
This happens when they are under a solid block I've found, same with trapdoors
