Same problem for me, I was going to report it myself but saw this report here
Hello, I've tested this a bit more with different versions and conversions and I now can say that any banner created in 1.15.2 and pick-blocked in 1.16 Release Candidate 1 creates a new banner.
You can test this out for yourself by creating a world in 1.15.2, creating a banner with something on it, updating that world to 1.16 release candidate 1 (or at least prerelease 4, but possibly even earlier) and then placing down your banner and pick-block-ing (I don't really know the correct verb 😛) it. The game should create a brand new item in the player's inventory.
