I encountered the same issue:
Enter the command: /dialog show @s {type:"minecraft:notice", title:"Hello", body:[{type:"minecraft:plain_message", contents:"Hello World"}]}
It can be observed that the text is not displayed.
Click the warning button and return, or resize the game window, and the text will reappear.
I got Minecraft working in Iphone 5S (iOS 12) and Ipad iOS 10 with Wi-FI only after changing the DNS address to 8.8.8.8
I'm not happy using Google's DNS but my daughter is now more than happy indeed...
