Thank you for testing and for the clarification. The behavior makes more sense now. My testing used only one egg per dimension, and the Nether/End egg likely just didn’t hit enough successful random ticks during that period despite running for a long period.
I appreciate the confirmation and the advice.

I re-tested this in 26.1-snapshot-5, where this issue is listed as fixed in the changelog.
However, turtle eggs placed in the Nether and the End still do not crack or progress.
I observed multiple eggs over an extended period with the tick rate increased to 10,000, and they did not crack even once, while eggs in the Overworld continued to hatch as expected.
This suggests the fix may not have fully addressed dimensions without a daylight cycle.
Below is a partially sped up video of of my testing. I did a lot of double checking off camera to ensure this was a bug and not bad RNG.
There were chunk loaders in both the overworld, end and nether ensuring the eggs were all loaded 24/7.

This issue seems to have started in 26.1-snapshot-3.

I tested this in 26.1 Snapshot 4.

With a chunk loader active in the Overworld, a turtle egg there progressed and cracked as expected, while a turtle egg placed in the Nether at the same time did not crack at all.

I increased the tick rate to 2000 and observed the Nether egg for several minutes with no cracking.
