sorry i was playing on a server and didn't know if there were datapacks but i contacted the admin and he told me that there was a datapack changing the drops of the oak leaves
maybe you should try 1.20.6 and then going to survival mode and use an axe or fist to break oak leaves off a tree
i am using no datapacks
idk if this is a launcher bug or minecraft bug
