this isnt a bug, your friend may have you set as a visitor, when you pause the game you should see players on the right side of the screen with icons next to them, yours should be a hand waving (visitor), it just needs to be changed to the star icon (member).
I had to take the picture on the chat screens so that's the reason they came out a little dark.
Strongholds won't spawn with libraries EVERY time but its very likely for one to contain a library, maybe search around in you world for another one, you'll get there.
