Not a bug, this was intended.
All weapons (Sword,Axe,Hoe,Shovel) have damages and attack speeds to match.

To clarify, IMO grace period is to long it essentially means the only way of killing the skeleton is to continually hold the shield up as it nullifies a sword attack.
