The first Tipped Arrow you see in the creative inventory. I do not have a time limit, but no matter how long you wait, it is still the same. I've updated the description with a video showing it.
Still happens in the latest snapshot, 15w51b.
I tried reproducing this in survival and it didn't work. However, it seems when right clicking in survival, it tries to correct itself and changes location.
I cannot replicate this at all.

Have you tried updating your graphics drivers? Do not use Windows Updater.
I'm confirming this for Windows 10 0.13.1. When a block is outside the generation, you can break it and it acts normally.
