I find this is also true for glass blocks.  Jesse's workaround is valid (it's what I use) but it won't work for things like half blocks which I would love to place candles on as well.  Additionally there's some lighting issues with candles in the sense that they do not appear to stay lit while standing at certain distances away, but that's another bug.

I've tried 4 or 5 worlds, all missing the bonus chest at spawn.  This is version 1.17.0.50.

You are correct.  I didn't even notice that there were no walking sounds.
