Does this happen without Optifine? If not, this issue will likely be marked invalid

I believe this is supposed to happen, as the fence has a hitbox of One and A Half blocks (upwards). This happens with all living entities, including the player.

You are supposed to be able to enchant all items in Creative Mode. 

I have indeed toggled on Caves and Cliffs, and I am on the latest beta version. I am using the same seeds that other people have used to find mountains, and they just generate as extreme hills

It kinda is a duplicate, as Mojang most likely checked and fixed all the ores, not just Iron and Coal. The fix version is "Future Version," which hasn't come out yet, so we won't know for sure yet.
