Also worth noting that when I go try to retrieve my dropped items I find that they have despawned.

I'm having this issue in 1.16.3 currently. I was able to move 3 villagers with a minecart with no problems about 4 or 5 days ago. Today, I cannot get a single villager (tried 4 different villagers) into a minecart. I have no problems getting them into boats.
