On Mac it usually creates the apple logo, .
In 1.12.2 it isn't visible and creates the missing character symbol when you update to 1.13. In 1.13 it shows the missing character directly when typing it.

I can confirm. Spammed some text on a sign i 1.12.2 and opened the world in 1.13. Not fixed.
The server is using a modified server software(bungeecord) and are using 1.13.2.
