Upon looking into this issue I noticed it's client side and not server side (tested with grass)

Can confirm this happens. (Render Distance is 26 Chunks normal for me in Single Player)
as far as I can tell... no, but it only happened in 1.13, not the snapshot 18w30b when I tried it
I don't see any glitches with it in 18w30b it's possible they fixed it but I am unsure of this

not a bug as far as I know(I could be wrong) but it goes by accounts instead of just your Xbox
I kinda find that dumb cause every minecraft I have played before 1.2 has it and it makes so people don't fall trying to build
using 2.1.5964 and getting this issue as well on Windows 10.
