I'm so glad you reported this issue, when my friend and I had the same problem we googled to see if anyone else had noticed the same and this showed up.
I have an extensive Pony Shop set up on the server I play where we measure Speed, Jump and Health on a spreadsheet which is unedited from time of measurement. A horse I knew for definite was a 5 jump from 1.8.9 was now only jumping 4.5 blocks.
I hope this can be fixed as it does seem to be affecting the breeding.
if anyone has a phone, they can use their mobile hotspot to get in. It worked for me so im sharing it with you 🙂
