Can confirm, I’ve just reproduced this issue. But skeletons behave similarly in the same situation on 1.21.10, and are attacking the player if you’ll get too close to them when they’re running from a wolf, so I’m not sure if this is a bug.
I couldn’t reproduce this issue in the same environment.
This is intended behavior, there’s no animation for right clicking it with the shears in 1.21.10 version of the game either.
Same for me. Any of mouse buttons won’t trigger opening of the overlay when set as a key bind for this.

Even if you’ll build a copper golem using a waxed copper block - the golem itself won’t be waxed, as stated on Minecraft Wiki. You need to wax your golems manually.
I couldn’t reproduce this issue on my end, if all you did to trigger it is just trying to sleep during the night.
So I wouldn’t say that this is a bug.
I think that it was always like that with torches. And with the hand changing it's position slightly when you’re getting in and out of water too.
