Yeah i get this as well and i noticed that when the lighting bugs out like this it does it for the entire chunk it is in. Very annoying.
EDIT: Also mobs spawn when the lighting bugs out like this, relating to what you said about block light level being affected
Fixed it! I tried closing it and reopening it, but I never tried deleting it and re installing it.
