I was able to get this bug working with sheep and pigs as well. It likely works with any mob being lured by the food item.
I attached the interactions I've had with the mobs in this report.
After looking through the bug tracker list a bit more, it seems someone else barely beat me to the punch. This problem affects cows as well.
Either way, I moved my important information to the other report (MC-237977), so this one should be good to close.
