This is not a bug it is a feature. 

The bell can be a bit glitchy sometimes it works and sometimes it doesn’t.

If I break the bell and put it back in the same place it usually works.

I have also found a glitch where the game does the complete opposite and breaks blocks.

Have you checked your sound is not muted on your device or the game itself.
