I am having a similar issue, on my minecraft bedrock dedicated server the world is on hard mode and I have turned keep inventory on. Everytime I start the server keep inventory is turned off again.
Same happened to me on my 4+ year old minecraft server. No players could obtain loot from the spawners.
This happened in my server after a crash. I had to switch to a backup to fix it.
Yeah same thing happens with me. Sometimes soul speed applies when it should, other times it applies after I get off of the soul sand/soil, and sometimes it just doesn't work at all.
