I am also facing this issue
On my ubuntu system, I can actually feel the immersion of the HRTF sound.. which is great
But on windows, there is almost no difference
But, I actually fixed it!
By installing the latest OpenAL from openal.org
I think that minecraft should be able to install this file by default.. but somehow doesn't..
