I can put on Back items and Face items that cost to do an achievement but nothing else like locked emotes dont even show up and when I check my ps4 achievements it says I have hot tourist but i dont have that "I'm on fire?

I just tested in 15w39c, b a, and w38b on OS X and Windows 8.1 and I don't see the issue any longer.

I believe this stems from the fact that dispensers didn't previously dispense wither skeleton skulls because they could be placed by a dispenser to spawn a wither, which still does work.
