Hi Jeffery,
The Music is not present on mobile devices by default. It isn't a bug. To get music, download the music pack from the marketplace.
Enter the Marketplace and search for "music". You will get the Original Music Pack which is already owned. Go ahead and download it. After its done reopen Minecraft and your music will start playing.
It might be because the block above Soul Sand is flowing_water and not water. Try placing kelp on the Soul Sand and break it and see if bubbles appear
