I was doing this on classic UI and even after dropping it in my inventory, throwing it from the inventory drops the entire original stack

Nevermind, I think it's because of a texture pack

That is intentional and is not a bug

Thanks I did have a texture pack on so I backed up all the data and reinstalled Minecraft and it works perfectly now.

I thought you can't summon items in bedrock edition.
