based on the post, it's not the same as what i experience. i have just a really bad drop in frame-rate. i can go between dimensions with ease, it's just that frame-rate drop.
i reduced it to 4096 and it's still happening. i have check for maybe entity problems but i haven't seen any issues. It happens in any part of the Nether as well... so it's not the specific chunk as i had thought.

I guess but it isn't supposed to be continuous it is supposed to shoot out the items and then stop and await more items. it is supposed to be off when the dispenser is empty and "rapid fire" when there is items in it
What you are seeing is the bottom texture of the roof the underside of the wall is actually see through
