I’ve owned the founders cape for a while now, but it has disappeared from my inventory when I’m customizing my characters. It is still on the characters but if I take it off I cannot put it back on.

Sorry, I would think a block not being effected by an enchantment on the tool which is assigned to break it as a bug. I have added my support to the related comment on the feedback website.
Just a little bit here about the bug.
The founders cape skin pack is in my inventory, but the cape is not in the cape tab.
