No, this happens when I open a world at night, and when I place/break blocks in the area that is lit, the rest of the area is updated.
In the attached screenshot if you place sand on the side of the 2nd block from the top it bounces but place it on the side of the top block & it breaks.
Confirmed for 18w20c.
