This is because your not shooting a normal arrow, Your shooting a new 1.9 arrow.
I've noticed lower performance in 1.9 than 1.8 as well and I'm on quick a beefy pc.
I think what they mean by 1.6.19 is the laucher version - The Minecraft version is in the Environment
At Minecon Jeb said he tried to fix this issue but failed however he did say he would like to fix it
