I solved the issue, I had more mob heads datapack that was creating the issue, it is also a duplicate of MC-205262
I opened a ticket earlier with this problem and in the attached pic its shows all the mobs that dont drop items(at least for me)because of missing loot tables. I ended up fixing it because of a mob head datapack.
