I can confirm this bug happens on 21w13a
Light is not an entity, its a block, so therefore this is invalid
I have encountered the same issue, Light level seems to be 0 and hostile mobs (Zombie, Creeper, Skeleton, Spider) can spawn there.
i can confirm theres a 1/1200 chance of it to spawn
Mob Heads Datapack does not work on snapshots currently because they made changes to some technical things, it just makes it so some mobs cant drop items
