It just seems they don't plan to fix this bug for now. Mojang appears to have this style of fixing gameplay very, very... Very slowly.
Just look at how long it took to add recipes, to fix hunger, to add the feature of drying sponges in the nether... They are yet to achieve feature parity with bedrock!
Is it fixed for minecraft realms? I could only connect to realms with that list of commands but I could join a minecraft server before trying that
I can't confirm. I could find parrots, sheep and cows in my world generated at 20w41a. Jungles and Dark Oak Forests usually have less mobs due to the reduced area mobs are able to spawn.
