I found that after placing an item on the anvil, entering the name I wanted to change, and waiting about 20 minutes, I was ready to change the name.
..
I can achieve my goal, but it takes too long and doesn't look normal.
It seems to have been determined to be a duplicate of an existing issue, but to me it looks like another issue.
