Tried to sign in with my old xbox live Microsoft account, and get the same error.
Have done the following with no avail
changed pw
disabled two-factor authentication
check my Microsoft profile to verify the devices sync'd does not include another PS4
Tried Mobile/Non-mobile browser to sync
