No clue if @s work but I'll try. Yes I am, and I've tried clear fields, night, day, rain, shine, set the game tick to like 2000 to see if they grow naturally, they just won't grow.
Maybe this is why I noticed the Nether Fog was also much darker? It appeared to be at least 50% darker to me today. But I was just walking.
