Hmmmmmm... I don't seem to have this issue on my laptop and my laptop is a 2016 or 17 HP i3 intel core, Minecraft runs fine.
To be honest I have no idea it is a 2017 HP model though and I think I have a i3 intel core processor I don't know about graphics card either
