Well, how ever they are blocks and not water sources - this could be it. Because when you pick up water it needs to be a source block.
Because kelps have air inside of them, sea grass too, bubbles too and stairs and slabs are non-solid blocks so they prob. wont give any water.
But kelps and sea grass are not water sources. Like yeah, I agree that in the water source get bubbled and so yeah, it's very messy. But that will be like this till the full release.
