I've been experiencing this as well.
How to reproduce:
Summon a breeze in a minecart to hold it still and build a wall made of stairs around it (make sure the solid face of the stairs form a solid wall you can't see through)
Go into survival and get the breeze's attention, then move so that the wall is between you
The breeze's wind charges will phase through the wall of stairs
