Strange detail: I’ve got a laptop, after update to Windows 20H2 the game stopped launching. But when I disconnected the RTX 2070 and left Intel integrated graphics only, Minecraft launched properly (but low FPS, of course).
My laptop also got an HDMI, that works only if RTX 2070 is connected. And when I connect the second display, the game launches with discrete GPU on properly.
If need some logs and/or tests, please tell me where to get them.
ADDED: After some cycles of plugging & unplugging RTX 2070 and second monitor via devmgmt.msc, Minecraft started running as it supposed to. The bug disappearance was as unexpected as its appearance.

Sonic, why minecarts with TNT shouldn't stack? Is it bad? And why other minecarts don't stack, if only ones with TNT shouldn't do it?
Lucas, it affects 1.8 all the time now. Even in single player.
Mobs will spawn more when you play some time. It is called local difficulty or regional difficulty.
