Being able to use {} to refer to the entire data storage wasn't ever an intended feature to begin with to my knowledge.
Confirmed on 20w51a. This also happens when a player dies in a biome with sounds for it, and they still play after death.
We can't help much if there isn't any screenshots/videos or explanation showing the bug happening.
Can confirm in 1.18.1
