Welp, for some reason it's working now, I suppose I was doing something wrong or not a clue what changed.

When I say "Void" I just mean an "empty" world, but you are still able to find biomes, it's just empty, that's all.
1.13.2 mycelium still does not decay under water.....
still not solved.......
wate does not remove mycelium anymore....
