Is this specifically for realms? Because when upgrading an existing singleplayer world to the new snapshot they did spawn with loot.

Yeah that sounds right. I also noticed that the Copper Bulbs and Crafters etc. were not dropping when mined on the realm, but they were dropping on Singleplayer.
