I'm pretty sure its intended to inherit its variant from its parents.

It's a 1.13 feature called waterlogging

Confirmed for 1.16.3 as well as the 1.16.4 pre-release 1 and 2.

I've also noticed this issue. Apparently, it works beyond 1.11 i've even tested it on 1.13 and it still is in the game.
