Oh, It could have been fixed on 1.19.2. When I post it, I didn't know that minecraft is updated.
It is not happen in the normal gameplay, but it is inconvenient when I play escape maps about monsters.

Some blocks are missing in the commands originally. But you can use missing items.
/(command) (target) (item name) (item codes)
Concretes are missing in the command except white concrete, but you can other color concretes by using item codes. For example,
/give @s concrete 1 13
You can get a green concrete.
This issue might be relates to MCPE-154161, mightn't it?
