This is been like that for awhile, its in the Console Edition of Minecraft too. I don't think it is a bug even

Armor Stands are entities like boats, minecarts, item frames, or a painting. So its not a bug
In 1.7.10 Invulnerability works in all gamemodes even creative.
This happens to me too.
